How could thief be so heartless?

A 103-YEAR-OLD woman had her engagement ring ripped from her finger by a thief who forced his way into her flat.

   Another despicable crime that will go undetected. And how about the latest idea not to charge shoplifters etc? Seems they'll get off scott free if they promise not to do it again for a certain time. Crazy!
